This scholarship offers an impactful way to combine the RWIEF’s mission and the values of past IRWA leaders. The goal of this program is to identify and support mid-cycle members who can be future IRWA leaders by funding their pursuit of IRWA credentials and professional development. One $2,500 scholarship toward IRWA education courses will be available to each of IRWA’s 68 Chapters within the 10 Regions. Matt McGee obtained his Bachelor of Business Administration Degree from Texas State University in 2005. He became a Right of Way Agent for NuStar Energy, L.P. in March 2015 after working four years for Contract Land Staff on various projects in the South Texas Region. At NuStar, his job responsibilities include managing capital projects and operations support for all existing pipeline and terminal assets throughout the Midwestern United States. Angel Banks is the Right of Way Manager for the Metropolitan Sewerage District, a regional public sewer authority in Asheville. She created the District’s right of way division in 1991, establishing policies and procedures for easement acquisition over 1,000 miles of sewer lines. Working with area municipalities, she developed agreements allowing greenway uses over the District’s sewer easements. Angel became a member of IRWA in 1991. David W. Sinclair, SR/WA, is a Senior Project Manager for Paragon Partners Ltd. and is based in their office in Houston, TX. Prior to joining Paragon Partners, Mr. Sinclair was President of Steele Land Services, worked at ENGlobal for 11 years in various executive positions, and worked at Enron for more than 16 years serving as Director of Right of Way until January of 2001. After retiring from the Federal Highway Administration with over 30 years of service, he served as the Director of Real Estate Services for TBE Group for 2 years. He is a Veteran of the United States Air Force serving from 1966 until 1969 and began his career in Right-of-Way with the Georgia Department of Transportation in 1973. Celebrating our 40th anniversary in 2017, the Right of Way International Education Foundation (RWIEF) partnered with IRWA to fund 40 scholarships. The program, “40 For Forty Launching Careers Scholarship”, was open to IRWA members in good standing that were committed to achieving the Right of Way Agent (RWA) or Right of Way Professional (RWP) credential. Two recipients from each of the ten IRWA regions, plus 20 more recipients from members throughout IRWA were selected.
