Joseph (Joe) B. Neighbors, SR/WA graduated University of Georgia 1965, Batchelor of Business Administration.  Commissioned 2nd Lieutenant in U.S. Army in 1964, Two years active duty, twenty seven years as a Reservist, Retired 1993 with the rank of Colonel, two Meritorious Service Medals and Legion of Merit. Employed by Georgia Power from April 1968 until September 1996, Began as a Right of Way Agent in the Land Department, progressed up to Supervisor, Condemnation Appeals, Manager Land and Right of Way Acquisition, Manager Land Support Services, Assistant to Vice President, Governmental and Regulatory Affairs Joined the American Right of Way Association in 1969, Achieved SRWA in 1980, Served all chairs in the chapter, president in 1986, 2007, Professional of the Year 1986, 2007; Region Chair and Vice Chair for Region VI, Vice Chair and Chair of the International Ethics Committee, Member of the Right of Way International Education Foundation since 1998 and Treasurer since 2000, Certified Instructor since 1991, Selected as Region VI Professional of the Year in 2007, Served on the City Council of Snellville from 1974-1979 and as Mayor Pro Tem from 1976-1979, Member of the State Bar of Georgia since 1974 and a licensed Mediator and Arbitrator since 1997, Served as a Deacon, Elder and Clerk of Session at Westminster Presbyterian Church in Snellville, and First Presbyterian Church in Athens, Southeast Representative for Universal Field Services, Married to Lois and have three daughters and five grandchildren.
