After retiring from the Federal Highway Administration with over 30 years of service, he served as the Director of Real Estate Services for TBE Group for 2 years. He is a Veteran of the United States Air Force serving from 1966 until 1969 and began his career in Right-of-Way with the Georgia Department of Transportation in 1973. He served in the Office of Real Estate Services, Washington Office from 1998 through 2002 and was responsible for FHWA’s National Training Program, the Highway Beautification Program and assisted in the Uniform Act compliance and re-write. He developed and presented FHWA’s Outdoor Advertising Control Workshop in over 40 states and is recognized as an expert in the Highway Beautification Program. He served as the Realty Officer and Project Development Manager (Right-of-Way, Utilities and Environment) in FHWA’s Georgia Division from 1986 until 1998 and again from 2002 until his retirement in 2005. He received his B.B.A. and M.B.A. degrees in Real Estate from Georgia State University.
He has been a member of the International Right of Way Association (IRWA) since 1978 with a Senior Member Designation (SR/WA) since 1983. He has served as Chairman of the International Transportation Committee and as a Member-at-Large on the International Relocation, Environment and Utilities Committee. In 2002 he was elected as a Trustee on the Right of Way International Education Foundation and in 2009 was appointed Treasurer. He served on the City of Alpharetta’s Parks and Recreation Commission for eight years and on the City’s Planning and Zoning Commission for 12 years, the last year as the Chairman of the Commission. He was appointed to the American Association of State Highway Transportation Officials standing committee on Highway Beautification in 2006 and more recently was appointed as Chairman of Transportation Advisory Committee for the City of Milton’s Transportation Plan and was appointed to the North Fulton Transportation Advisory Board in July, 2009.
He has published numerous articles on transportation, environmental and outdoor advertising issues and received the IRWA Mark A. Green Scholarship Award in 1991 and 1994. In 1995, he received the IRWA’s Frank C. Balfour “Professional of the Year” Award. In 2015, he received the IRWA’s “Lifetime Achievement Award”. He has served in IRWA’s Carolina’s Chapter 31 and in Georgia’s Chapter 22. He is a Certified Instructor for the IRWA, the National Highway Institute and served as an instructor for FHWA’s Technical Assistance Workshops. He has served as a part-time faculty member in the School of Business, Department of Real Estate at Georgia State University. He holds a State of Georgia and North Carolina Real Estate Broker’s license.
